In 2023, the City posted a Request for Proposals to acquire and develop the Grand Gateway Master Plan Area (“Grand Gateway”). Grand Gateway comprises 8.6 acres of City-owned property located at the convergence of Cabaldon Parkway, West Capitol Avenue, and Grand Street.

In 2024, the City entered into an Exclusive Negotiating Agreement with a development team including SKK Developments and UrbanCore Development to acquire Grand Gateway to construct over 450 residential units, including affordable housing, 30,000 square feet of retail space, a hotel, a shared-use parking structure, a public plaza, and a public park. A preliminary development site plan is shown below.

After operating for 87 years as a favorite dining spot featuring delicious homemade ravioli and garlic steak sandwiches, the Palamidessi family decided to retire and sold the property to the City in 2022. Club Pheasant sits at the busy intersection of Jefferson and Lake Washington Boulevards on the northwest corner of the Southport Town Center.

The City, in partnership with Turton Commercial Real Estate, released a Request for Proposals on January 19, 2024, with the goal of revitalizing the property to include food-related uses, while preserving the property’s legacy as a West Sacramento landmark.

In May 2024, the city selected RamCor Dev LLC as the preferred developer for the site. In April 2025, the City Council approved a Purchase, Sale and Development Agreement with the development team. RamCor Dev LLC’s concept for the site includes multiple new retail pads, a mix of diverse and local high-quality restaurants, public gathering spaces and maintaining a portion of the original Club Pheasant building. In addition, the city will master lease 1,200 sf of storefront space for a future local business recruitment program.  More details on the storefront space to be made available late Summer 2025.

In April 2024, the City solicited proposals from qualified and experienced food service operators to operate a City-owned concession café at Heritage Oaks Park located at 1300 Lake Washington Boulevard. The 1,800 square foot building and adjacent patio space was originally built to host a concession and training area for Tree Top Sac, which closed operations at the park in October 2023. The park site is part of a larger master plan that will add several recreational and cultural amenities funded by a $3 million grant from the National Park Service Land and Water Conservation Fund.

Four applications for the concession cafe were received, and three businesses were interviewed before selecting Jefferson Ventures LLC as the lessee. Jefferson Ventures LLC was selected as the lessee based on the strength of their application, comprehensive business plan, innovative marketing strategy, and demonstrated ability to fund the renovations for success at this location. Jefferson Ventures LLC has proposed opening a café named "Emile's," in honor of their grandfather and his contributions to the West Sacramento community.  The café will be designed to complement the natural and native themes outlined in the Heritage Oaks Master Plan, is planned to operate seven days per week, offering hot breakfast and lunch items, sandwiches, coffee, espresso, and soft-serve ice cream. Jefferson Ventures LLC is led by Kevin and Jennifer Ericson, lifelong West Sacramento residents and the third-generation owner and operator of Whitey’s Jolly Kone, a staple in the West Sacramento community for over 60 years.
